Amounts of the state social security benefit

The state social security benefit is granted to people with disabilities and to children with disabilities. The amounts change and depend on the disability group and other factors.

Allowances for people with disabilities

People with disabilities and their families have access to several allowances and forms of state support that go beyond financial assistance alone.

  • Tax relief (personal income tax, real estate tax)
  • Public transport concessions
  • Travel expense reimbursements
  • Discounts on medical products and services
  • Reductions on utility payments
  • Free or discounted access to cultural and sporting events
  • Education allowances

Classification of disability groups

In Latvia, disability is classified into 3 groups depending on the severity of the functional impairment and the ability to carry out basic daily activities independently.

Group I — the most severe disability

The person is unable to meet their basic needs independently and requires constant assistance from another person. The highest pension and benefits are granted.

Group II — moderate disability

The person can carry out basic activities to a limited extent but often needs help. A medium-level pension and benefits are granted.

Group III — mild disability

The person can carry out basic activities independently but with limitations in work and social life. The lowest pension is granted, but allowances are available.

The disability assessment is carried out by the State Medical Commission for the Assessment of Health Condition and Working Ability (VDEĀVK). The application can be submitted by the family doctor or by the person themselves.

The Youth Guarantee programme

The Youth Guarantee programme is intended for young people aged 17 to 29 who need support in entering the labour market or developing professional skills.

  • Financial support during training
